Sailing Instructions
Rules: This regatta will be governed by the rules as defined in the current version of The Racing Rules of Sailing, Appendix E of the RRS, the AMYA By-Laws, the Soling One Meter Rules, these Sailing Instructions ("SI") and any Amendments to the SI'S.
Schedule of Events: Early check-in will begin at the Race Site at 3:00 PM on Friday, November 3rd, 2017. Sailors are welcome to participate in practice racing and weigh their boats.
Saturday, November 4th at 8:30 AM weigh-in and sign-in resumes.
Skippers meeting at 9:30 AM at the pond followed by racing.
Lunch when convenient as determined by Race Director.
No 'race' will start after 3:30 on Saturday.
Sunday skippers meeting will start at 9:30 AM, followed by racing.
Sunday no 'race' will start after 12:15 AM.
The award ceremony will start as soon as the scores are tallied.
Racing Format: The Odd-Even format will be used if the number of competitors necessitates two fleets.
Courses: Courses to be sailed will be designated orally by the RD and on a course board. Course will be adjusted as conditions necessitate.
Number of Races: A minimum of five races will constitute a complete regatta.
Control Areas: Control Areas will be designated at the start of each day. All docks are off-limits to competitors while racing.
Starts: The AMYA One-Minute Sequence will be used to govern the starts. The RC will call out the sail number of any premature starter. Failure to call a premature starter does not excuse that skipper from starting properly. It is solely a skipper's responsibility for making a proper start whether or not he heard the hail. The Round-an-End Rule, (RRS 30.1) will be in effect for all starts. No 'Dip Starts".
Holds: Skippers shall be limited to one five minute hold per day. The RD may initiate additional holds at his discretion.
Safety: Transmitters with telescoping antennas must have adequate protection on the tip.
Scoring: Low-Point Scoring (A4.1 and A4.2) will be used for this regatta. There will be one throw out for every six races sailed. DNF, DNS, & DSQ: highest score available in your heat + 1. The best (lowest) score in the Seeding Races will be included in your final score.
Redress: To claim 'redress' for an incident, the skipper of the disadvantaged ROW boat (1) must hail protest as per the RRS, and (2) must notify the RC immediately of intent to request redress. The RD may assign redress immediately if yachts require untangling or the offended yacht needs rescue or repair.
Protests: If a foul occurs, or is thought to occur, the offended skipper or skippers should hail the offending boat according to the RRS. The offending skipper should acknowledge loudly and do a penalty turn as soon as clear of other boats and as soon as possible. Filed protests will be heard at lunch or at the end of the days racing at the discretion of the RD.
Penalties: One Turn as described by the RRS (1 tack and 1 gybe) must be taken for breaking a rule of part 2 or for touching a mark. Some marks may be verbally identified by the RC as touchable. Penalty turns are to be taken as soon as possible, not at the skipper's convenience.
NOTE: The Race committee requests that skippers resolve their protests on the water.
Gaining Significant Advantage during a foul: E4.3 (b) requires that a boat take a one turn penalty and, at the completion of the One Turn Penalty, she will determine if she has gained a significant advantage over the boat or boats fouled. If she has, she will do an additional one turn penalty, she will again determine if she has gained a significant advantage and continue doing additional turns until she no longer has a significant advantage. The significant advantage is determined after the completion of each penalty turn, modifying Rule E4.3 (b).
Finishing: If a boat or boats significantly lag the balance of the boats that have finished a heat, the RD may assign finishing positions to these boats. Further, a disabled boat that is still under control and could finish eventually, may, at the discretion of the RD, be assigned a finishing position.
Finishing & Keeping Clear: A boat not racing shall not interfere with boats that are racing. If a boat breaks rule 24.1, she may be assigned a penalty of four points by the RD without recourse.
Time Limit: If no boat has passed the first mark within fifteen minutes, the RD shall abandon that race. If no boat has finished within thirty minutes, the RD shall abandon that race.
Legal Equipment: In order to promote a fair regatta, the RC, at its discretion, may inspect and measure any boat at anytime during the regatta.
Role of the RC: The Race Committee (RC) has final authority for calling Starts, Finishes, and Fouls if a boat touches a 'hot' mark of the course.
Changes to Sailing Instructions: The RD may make any necessary changes to these Sailing Instructions in order to maintain a fair and competitive regatta.
